Job description
1. Project purpose
Ernst and Young (EY) has been contracted by the Delegation of the European Union to Pakistan to implement the EU Promotion of Human Rights in Pakistan programme. The principal beneficiary of the programme is the Federal Ministry of Human Rights. The purpose of this programme is to support the continued efforts of the Government of Pakistan for the promotion of human rights.
Intervention context
The programme implementation team is seeking a Human Rights Policy Expert to work closely with Key Expert 3 along with the Federal Ministry of Human Rights and the provincial government of Sindh. The purpose shall be to develop provincial policies for human rights for Sindh.
2. Task Description
The SNKE will conduct a gap analysis of the existing human rights situation in Sindh.
SNKE will conduct key informant interviews with key stakeholders in Sindh in order to:
• ascertain priority areas of intervention
• draft Sindh Policy for Human Rights
• conduct consultations with relevant stakeholders in order to obtain feedback and incorporate feedback
• finalise draft policies for Human Rights
• present Policy at launch event (as required) in Karachi

6. Expert Requirements
Senior Non-Key Expert has the following educational background and professional experience:
• Master’s Degree in Human Rights, Public Administration, Social and Political Sciences, or Public Policy
• At least 10 years relevant professional experience in policy making, research and analysis. Prior experience of working in Sindh is highly desirable.
• At least five years of experience in policy development at institutional or government level in Pakistan
• At least five years of experience in policy development with international organizations shall be an asset
• At least three years of international consultancy experience is desirable
• Experience of mainstreaming human rights standards in governance structures is highly desirable
• Experience in liaising with governments stakeholders
• Keen awareness of provincial political context
• Fluency in both English and Urdu is required. Knowledge of a relevant Pakistani regional language would be an asset.
• Experience with international donors shall be considered an asset
