The Assistant Vice President (AVP), Capital Planning and Construction Project Management for Workplace Services  will direct and be responsible for the planning, construction and Real Estate Project Management (PM) for the TJX Home Office locations currently in Massachusetts, Ohio, California and New York.  The AVP, Capital Planning and Construction Project Management will develop and oversee capital budgets and manage and develop talent and external partners.  Coordinates outsourced vendors, project managers and other contractors and consultants who are responsible for the design, permitting, budgeting, and scheduling of construction projects.  Oversee the selection of architectural, engineering, construction and other consultants in each region.  Work closely with peers to develop training programs, process improvements and improved project controls.  Act as the liaison with senior management for high profile projects.  Directly manage highly sensitive or critical projects.  Must work cooperatively with TJX business unit representatives, other TJX Corporate support service providers such as IT (technology & telecommunications & systems), global sourcing and procurement, security and other departments within Workplace Services (WPS). 

 

Major Areas of Responsibility

·  Works with direct report and Workplace Services Leadership to ensure that short and long-term real estate capital plans are developed and maintained so that the Company’s growth strategies and renovation and real estate projects are achieved. 
·  Ensures all construction projects are completed within budgets and schedules while meeting client needs, business objectives and design guidelines.  Ensures that all projects are appropriately managed, monitored and quality standards are maintained. Reviews and approves all construction budgets, invoices and change orders.  Prepares high level cost estimates and then works through the detailed construction cost estimates and project funding authorization.
·  Engages outside contractors and vendors in support of all projects, effectively coordinating RFI, RFP, Contracting and supervision of outside vendors from project initiation to completion and close out. Negotiates with Landlords or tenants regarding construction management schedules and cost when appropriate.   
·  Works cooperatively with, and ensures staff and outside contractors work cooperatively with, other the WPS groups, business unit management, and other TJX service providers to develop overall program scope, strategy, and requirements. Ensures coordination and involvement of other corporate support functions such as Legal, Insurance and Security/Loss Prevention, IT, and other corporate support as required. 
·  In certain circumstances, the AVP will be responsible for managing special studies, initiatives or due diligence assignments.

 

Requirements: 

·  A minimum of 12 years of increasing experience in the direct management of various projects in terms of size and complexity, with responsibility for all phases of development including site analysis, permitting and approvals, budget control, estimating, design and construction coordination, and project scheduling. 
·  Requires a Bachelor’s degree in Engineering, Construction, Architecture or related field. 
·  Professional registration and other advanced training is desirable. 
·  Some experience with ground up new construction is required. 
·  Staff management and leadership experience is required.
·  Excellent ability to communicate orally and in writing
·  Excellent customer service and analytical skills are necessary
·  Strong attention to detail
·  Must exhibit initiative and a strong desire to achieve results. 
·  Must be computer literate in the use of typical construction industry software packages (e.g. scheduling, cost/cash flow control, etc.). 
·  Working knowledge of CAD/CAFM systems is desirable.
·  Proficiency in real estate and construction financial analysis is required. 
·  Demonstrated ability to manage complexity and must be organizationally/politically astute.  Demonstrated ability to build relationships and motivate teams of people
·  Demonstrated ability to manage staff and a strong understanding of the entire corporate real estate function in large organizations. 
·  Significant experience delivering successful projects that avoid significant business interruption, substantial additional expense and potential safety risks adhering to strong Project Management Procedures and Construction Principles is a must.
