Construction Subcontracting/Estimating Engineer
ยท  Reporting lines :

ยท  Hierarchically reports to : to the Construction Subcontracting & Proposals Section Head
ยท  Operationally reports to : to the Project Construction Coordinator or to the Construction Subcontracting & Proposals Section Head
ยท  Directly supervises (operationally): none

ยท  Key interactions (internally, externally) :

ยท  Internally : Construction Subcontracting & Proposals Section Head (Proposals & FEED Projects), Project Construction Coordinator (FEED Projects only), Subcontracting Section, Construction Support Services Section, Construction Planning Section.

ยท  Externally : Estimating Department (Proposals & FEED Projects), Engineering Specialists (FEED Projects only), subcontractors.

ยท  Profile Must have :

ยท  Skilled in the use of MS Office package, particularly Excel.
ยท  Fluent in English language (written and spoken)
ยท  Degree in Engineering

ยท  Nice to have :
ยท  Mechanical or Chemical Engineer
ยท  1 / 2 years of experience
Duties and Responsibilities:
ยท  analysis of the Client's Tender documents
ยท  Review bids received for Tendering or Subcontracts
Costs items to be estimated/reviewed are mainly the following:
ยท  Construction local direct man-hours (to be derived from the standard direct manhours estimated for the Project through localization factors or by inquiring general / discipline construction subcontractors);
ยท  Construction costs both direct and indirect associated to the Bill of quantities developed for the project.
ยท  TCF (TPIT Site Offices and Warehouse, sometimes also Camp and Catering for the Field Supervision Staff) and Field Running Costs (water and power/fuel consumption, local transportation, security and cleaning services, telephone and communication costs, etc.) by inquiring local specialized suppliers or using statistical data from past Projects/Estimates.
The main inputs during cost estimation are:
ยท  the Bill of Quantities, developed by the Estimating Department (during Proposals) or by the Project Team (during Projects);
ยท  the Tender documents issued by the Client during Proposals, including the Project Milestone Dates relevant to the construction activities and the set of applicable documents (Drawings/Specifications/Procedures);
ยท  the technical documents (Schedules/Drawings/Specifications/Procedures) produced by the concerned departments.
The main outputs to be produced:
ยท  the standard direct man-hours estimates (using TPIT standard productivities database) and / or the discipline price lists, from the Bill of Quantities;
ยท  the Bid Package to inquire the Construction Subcontractors (which includes the above mentioned discipline price lists), from the Tender Documents issued by the Client during Proposals or from the technical documents produced by the concerned departments.
ยท  The Construction Costs Estimate (to be handed over to the Estimating Department or Project Team and included in TPIT Commercial Proposal or FEED Estimate);
ยท  The Construction cost tabulation relevant to specific Scope of work to be subcontracted during the project execution.
