Responsibilities

Responsibilities include, but are not limited to:

·  Create and manage a bank regulatory compliance program for rules impacting the SG bank branches, agency and representative offices
·  Act as compliance department subject matter expert in US state and federal banking rules impacting SG's U.S. operations and activities, and act as point of contact for relevant banking rules with business; engage directly with senior management on bank regulations and bank regulatory matters
·  Leverage expertise in providing compliance advice directly to businesses and senior management on applicability of banking rules to transactions, structures or business activities; and provide advice on development of internal controls and procedures
·  Provide advice and guidance to stakeholders in business and infrastructure on bank regulatory prudential guidance and expectations (e.g. Federal Reserve SR Letters)
·  Act as contact point for regulatory inquiries and manage group's participation in regulatory exams
·  Provide support and guidance on bank regulatory matters to compliance advisory and to compliance testing colleagues to develop comprehensive bank regulatory framework
·  Conduct detailed review and assessment of business activities and control processes; drive creation/enhancement of processes designed to assist in complying with relevant regulations
·  Build and maintain overall risk management governance, formal compliance risk-and-control framework, regulatory risk assessments, bank regulatory policies, control procedures, surveillance of transactions, and training related to specific regulations
·  Prepare and maintain compliance department program and procedure documentation; assist impacted business groups and support areas with development of controls and procedures
·  Create, manage and report bank regulatory compliance Management Information and reporting. Manage recording, escalation, reporting and remediation of identified issues
·  Oversee bank regulatory Compliance programs for each of SG's U.S. banking offices and the SG Cayman Branch
·  Review bank regulatory compliance policies and related compliance and other department procedures on cyclical basis
·  Execute and manage the bank regulatory compliance training program as subject matter expert by drafting appropriate training materials and conducting trainings as required
·  In coordination with Compliance surveillance team, reviewing surveillance and other control reports and developing or enhancing controls where needed
·  Perform and manage the bank regulatory portion of the compliance risk assessment exercises
·  Participating in Firm committees as bank regulatory compliance subject matter expert

Profile Required

Competencies:

·  Demonstrated track record to developing, executing and managing a comprehensive U.S. bank regulatory compliance program including: assessment of rule applicability; development of robust second line controls; policy and procedure development, training execution and delivery
·  In depth knowledge of U.S. state and federal banking (including relevant Bank holding Company Act (BHCA) rules) such as:
·  Reg Y
·  Reg D
·  Reg K
·  Reg L
·  Reg CC
·  Permissible activities
·  Fair Lending
·  BHCA Section 106
·  BHCA equity investment restrictions
·  Ability to fully develop training content for relevant topics and rules and ability to update and provide training on those topics
·  Demonstrated ability to leverage knowledge of banking rules to provide beneficial compliance advice, strategies or solutions to issues/questions raised by business and infrastructure groups
·  Strong knowledge of bank regulatory prudential risk management and control guidance and ability to provide business, infrastructure and management with background on advice regarding such guidance
·  Strong interpersonal and written/verbal communication skills.
·  Strong analytical, problem-solving and organizational skills.
·  Great attention to detail.
·  Capable of handling multiple, simultaneous, and various ad-hoc requests.
·  Demonstrated history of taking initiative and taking ownership of projects/issues and driving to conclusion

·  BHCA equity investment restrictions
·  Asset Pledge requirements, etc.
·  Advanced experience with Microsoft Word, Excel, and PowerPoint
·  Excellent writing skills

Qualifications (Experience, Education, Languages):

·  Bachelor's Degree required
·  Advanced degree, such as JD or MBA, preferred

Business Insight

The SGUS Compliance Department monitors the corporate banking, investment banking and broker–dealer activities of SGUS and reports on the compliance risks and issues to SGUS and Global Compliance Senior Management. Additionally, the SGUS Compliance Department works closely with the Global Compliance Department in Paris to ensure effective implementation of Global Compliance policies and to coordinate all cross-border business transactions and activities. The SGUS Compliance Department is responsible for monitoring the handling of sensitive confidential business information by SGUS personnel through the Compliance Control Room. It administers the SGUS Employee Investment Policy, arranges for the registration of broker–dealer personnel, and conducts compliance training. In addition, the Advisory Team provides the various business lines with guidance and advice on relevant rules and regulations. The US Financial Crime department is responsible for ensuring compliance with anti-money laundering (“AML”), Bank Secrecy Act, USA PATRIOT Act, OFAC and sanctions regulations for the US operations. Additionally, AML oversees key processes and risks of the KYC department.
