Job Purpose/Overview
Focus of Mars business objective is GROWTH. A sourcing solution of External Manufacturer is one of key strategies to drive GROWTH.

The External Manufacturing Quality Assurance Assistant Manager provides governance of quality and food safety for products supplied by external manufacturers for Petcare in China. The co-manufacturer business is a critical source of business growth strategy in APAC region, and the role will be a hub of technical community (External Manufacturer, R&D Product Development, R&D Raw and Pack Material, and Quality) in an innovation project. Quality management for external partners such as dry and C&TS products will be in scope for governance.

The role needs to take leadership to ensure those external manufacturers are compliant to the requirements of the Mars Incorporated External Manufacturing Quality Management standard through the validation and verification of external manufacturers to produce products which are equivalent standard to products produced by Mars Incorporated and providing governance to the business processes and functions involved with External Manufacturing. For product development projects with co-manufacturer, the role will play a critical hub role among global, regional, and market team as well as external partners.

Key Responsibilities/职位描述
This role is a member of the China Q&FS team – the job holder partners with the project teams and also hold them accountable on Q&FS requirements. Their main interfaces outside Q&FS are with supply (operations; External Supply), Commercial and product and packaging innovation.
General - Manage the External Manufacturing Quality Management Program
•Accountable for performance of External manufacturers/Partners quality. Take leadership for technical part in Mars China External Sourcing Operation Group (SOG).
•Responsible for the management of internal business processes to meet the requirements of the Mars Incorporated External Manufacturing Quality Management (EMQM) Standard to demonstrate compliance to the Mars Incorporated Quality Management Process (QMP).
•Decide the status of suppliers through the EMQM program and recommend sourcing to Mars Petcare Commercial Buyer and Q&FS manager.
•Ensure change management of External Manufactures which may impact quality and food safety in accordance with the Mars Incorporated EMQM Standard through relevant business processes including Project management (QuEST) and Material Quality Management processes
•Ensure compliance of suppliers to Mars Incorporated EMQM standard managed through sister units and liaise with relevant associates on incidents and Corrective & Preventative Action.
•Engage and participate with the Global EMQM Community of Purpose on key elements of the EMQM standard and the interpretation and implementation of the standard.
•Develop and ensure compliance to internal business process for the management of external manufacturers across the business functions ensuring the effectiveness of the business process aligned to the Quality Management Process (QMP) needs
•Accountable for visibility of quality performance of all External Manufacturers in any quality review (Management review, local and regional quality review), and drive Continuous Improvement.
•Interact with Regional EMQM community to mutually learn to improve quality management.
•Interact with global community via global forum communication.

Qualifying External Manufacturer for Innovation and Supply projects
•Support Mars project management process (QuEST) for external manufacturing related activities in conjunction with relevant activity stakeholders.
•In conjunction with applicable functions and stakeholders, understand the External Manufacturing sourcing strategy. Work in conjunction with relevant stakeholders to develop suppliers to meet the requirements of the Incorporated EMQM standard.
•Audit External Manufacturers to validate supplier capability to comply with the requirements of the Mars Incorporated EMQM standard.
•Accountable and responsible for the External Manufacturer Product Risk Assessment (EMPRA) and Technical Specification including input to the development, approval and maintenance. Facilitate and provide technical input into the EMPRA including the supplier risk assessment inputs.
•Define the validation requirements of External Manufacturers to ensure Quality and Food Safety, and define the verification program and compliance to the program for the External Manufacturers.
•For product development projects with co-manufacturer, the role will play a critical hub role to deliver the projects via efficient collaboration with Market project team, Regional R&D & Quality, Global R&D Innovation Centre, and the China co-manufacturer.

Quality Incident
•Product Related Incident Management Process (PRIMP) investigations associated with external manufacturer products. Working in conjunction with the Quality Assurance team, under take risk assessments on quality & food safety incidents that affect finished products and recommend disposition. Determine root cause and contributing factors and collaborate with key stakeholders to ensure the implementation of effective Corrective and Preventative Actions (CAPA).
•Monitor conformance and oversee the audit and incident CAPA plans identified. Conduct supplier performance reviews at least every six months including analysis of data and recommend changes to the EMQM program based on outcomes of reviews. Provide inputs and recommendations to Management Reviews for EMQM.

•Quality management for external partners such as novelty, pack and raw material, and logistic distribution (e.g. warehouse, transport) will be in scope in the same way via collaboration with other functions (R&D Package, Commercial, and Logistics).

1. Education & Professional Qualification
•Food Science, engineering, chemistry, or equivalent BS degree or above preferred.
2. Knowledge/Experience
•Experience within an R&D/Q&FS is required and experience in auditing of Quality Management Systems.
•Managing external partners quality
•Good at both written and oral English
