Follow Administration Manual for the Supervising Engineer System
1. Purport
The Construction Business Act stipulates that a chief engineer or a supervising engineer (hereinafter “Supervising Engineers”) be assigned to take charge of the management of engineering for construction work on construction sites in order to ensure appropriate implementation of the construction work.
The system concerning Supervising Engineers (hereinafter “Supervising Engineer System”) is aimed at facilitating engineers with advanced engineering capability to apply their skills fully to construction sites so as to eliminate poor workmanship or illicit behaviors such as blanket subcontracting, which could arise from failure to assign engineers in the construction market, and at establishing conditions that bring business growth to companies that have engineering and management excellence and are trusted by those who order construction work. The System must be administrated appropriately to ensure adequate implementation of construction work and provide sound development for the construction industry.
This Manual serves as the guidelines for relevant government offices in providing guidance to ensure appropriate administration of the Supervising Engineer System, which is one of the key pillars of the Construction Business Act, and also provides references for construction businesses in their implementation of construction work.
