Earned Value Management Analyst

Position Description
CGI is looking for a junior to mid level EVM Specialist with a desire to grow and a can-do attitude to work in our Fairfax office. Initially, the EVM Specialist may work with a Lead EVM Analyst on one or more projects to support EVM implementations as well as monthly reporting and analysis for system implementation projects for federal and DoD agencies. Eventually, the EVM Specialist will be directly responsible for one or more projects. The EVM Specialist performs project coordination activities to ensure the EVM portions of the program run efficiently. This is a hands-on role that requires a well-rounded background in financial data management and/or process documentation, including an emphasis in team coordination with excellent communication skills.

Your future duties and responsibilities
Development and maintenance of artifacts required to support the Project in the EVMS; Schedules, CWBS, and OBS etc.
• Development and maintenance of program budget baselines including baseline change control documentation.
• Facilitate the development of estimate to complete (ETC)/estimate at completion (EAC) updates and EAC analysis (TCPI vs. CPI and statistical EACs)
• Prepare contractually required earned value deliverables and reports
• Perform variance analysis; review explanations for cost and schedule variance
• Oversee the preparation of materials and support the Integrated Baseline Review (IBR) process including training CAMs and other personnel
• Assist in developing training to educate CAMs on processes, procedures and potential questions that EVM auditors may ask.
• Support our delivery teams to develop & maintain Microsoft Project Schedules (Integrated Master Schedule (IMS)) to ensure horizontal and vertical traceability throughout the program, and maintaining & enforcing scheduling standards.
• Develop strong relationships with CAMs and serve as a valuable resource for any EVM related questions and issues.
• Coordinate closely with management to ensure the EVMS processes are consistent with the program’s reporting requirements.
• Work with company finance and program managers to develop and maintain an accounting charge structure that integrates with the program WBS.
- Manage own timelines to support projects in a deadline driven environment
- Keep EVMS aligned with current EIA 748 standards and government guidance
- Review and provide feedback on documentation; including proposals and system documentation

Required qualifications to be successful in this role
Relevant Bachelor's degree or 4 years of program management office or financial analysis experience in lieu of a degree.
• 1-3 years of Earned Value Management experience or Program Control experience in lieu of EVM experience.
• 1-3 years of project scheduling experience
• Knowledge and understanding of the ANSI-748 Standard
• Strong experience with Microsoft Office Suite tools (Word, Excel, SharePoint)
• Knowledge and working experience with Earned Value tools, such as COBRA, wInsight, MS Project or other COTS cost and schedule tools
• Experience with cost estimating, forecasting, variance analysis, scheduling and baselining according to earned value principles
• Comfort with managing others to a timeline, leading small groups and delivering training
• Strong creative problem-solving skills and ability to work in diverse environments.
• Must be available for occasional overtime work during client deliverables
• Proven ability to work independently and as a team member
• Strong communication (written and oral) and interpersonal skills
• Good organizational, multi-tasking, and time-management skills
• Ability to successfully interact with senior management and government personnel
• Experience preparing Integrated Project Management Reports and associated analysis to explain corrective actions
• Demonstrated ability to further analyze cost and schedule data by ad-hoc analysis using Microsoft Excel and/or Cobra
• Experience working with projects of different cost types: T&M, Cost Reimbursable, Fixed Price

Desired
Experience specifically with MS Project and Cobra is a plus
• Experience in providing technical advice and assistance to internal and external customers on earned value with an emphasis on the analysis, evaluation, and validation of program cost / schedules, cost / scheduling systems, and cost / scheduling software tools
• Experience preparing EIA-748 compliant EVMS process documentation
• Evaluate schedule accuracy and efficacy regarding critical path analysis, project estimates at completion, quantifiable cost / schedule risk assessments
• Experience participating/conducting Integrated Baseline Reviews
• Experience working in systems development environment
