Health, Safety, and Environment (HSE) Expert (1903438) – Acampo, CA

Where the Chemistry Happens

The Health, Safety, and Environment (HSE) Expert will be involved with all aspects of HSE as outlined in the Global BASF Responsible Care policy and will be responsible for developing, implementing and maintaining HSE programs at the BASF Vegetable Seeds (VS) sites in California in accordance with BASF Responsible Care, Federal, State, and Local directives. In addition, this position may be required to support HSE programs at other BASF VS locations in the North America Region as business needs dictate and at the direction of the Regional Head of HSE. The candidate selected will be a member of the Global HSE Team, which also includes Quality, Biosafety, Stewardship, Hygiene, Operational Excellence, and Intellectual Property. The position will be based at the Acampo Research and Development Site, however telecommuting may be authorized on occasion by the Regional Head of HSE. This position does require frequent travel to other BASF VS sites.

Formula for Success: You Will…

Develop effective working relationships with site management, employees, and the Global/Regional HSE community to drive continuous improvement in HSE performance. o Make HSE an integrated part of business and daily operations by drawing attention to and creating support for HSE

o Work collaboratively with the expert functions at BASF to implement the requirements of the HSE Policy and Responsible Care (RC) Requirements, including Sustainable Development, according to local laws and regulations

o Develops positive working relationships with our customers by providing expert consultation of HSE requirements and best practice recommendations and through participation and leadership in Global and Regional HSE meetings, Safety Committees, Management Reviews, Plant and Process Safety Design reviews, Management of Change reviews, and internal inspections and assessments.

o Be a central contact person for HSE related issues within the region

Develop and work with site leadership to implement and enforce site programs related to applicable HSE federal, state and local regulatory programs and BASF HSE Standards. o Member of Subgroup HSE Team in the region and responsible for the executions of dedicated HSE objectives of the region

o Provides expertise to work on Global and Regional HSE related activities and serves as safety resource to all departments and assists departments in complying with safety standards

o Provides consultation, guidance, and technical assistance on matters related to workplace safety to minimize or eliminate hazards and maintain consistency with company safety policy

o Assess the daily operations and management system (local procedures) to identify HSE risks and develop action plans to mitigate risk.

o Assists and/or develops, reviews, and updates (as required) HSE policies and procedures and assist in development and execution of action plans to resolve the noted issues

o Assists and/or conducts in investigations of accidents/incidents of injury or property damage at worksites to identify root cause and mitigation actions

o Prepares monthly, quarterly, and annual reports; maintains proper documentation to conform to record-keeping requirements of BASF, OSHA, and EPA.

0 Manages completion of Regulatory and BASF required HSE training for the area of responsibility.

0 Performs functions as the BASF Medical Contact for the area of responsibility to ensure compliance with the Responsible Care Medical Program and in consultation with Site Manager(s), ensure covered individuals are identified

Demonstrate experience in the practical application and implementation of major HSE programs such as Emergency Action Plans, Safe Work Permits, Confined Space Entry, Hot Work, Control of Hazardous Energy, line breaking, working from heights, Contractor Safety, and Environmental Compliance (e.g. Waste Disposal, Permit requirements). o Assist Site Management in supervising HSE incidents, including the arrangements of first response to incidents, fulfilling the reporting requirements, conducting the analysis, documenting the incident including action plans, and completing the identified actions

o Conducts regular safety audits, including the inspection of facilities, worksites, equipment, work practices, and safety devices to ensure compliance with required workplace safety standards, regulations, and company policy; document and report findings and recommendations for corrective actions to managers, supervisors for implementation to establish safe work conditions

o Utilize BASF required systems for tracking and managing Audits, Incident Investigations, Process Safety, Industrial Hygiene, Environmental reviews, and Training

o Utilize BASF Contractor “Vetting” system to review and approve contract work on site, and implement and oversee Contractor Safety Program

Develop effective training materials and deliver and track training(s) for site employees regarding HSE Policies, Plans, Programs, and Procedures applicable to BASF, Federal, State and Local requirements in the area of responsibility. o Develops, Reviews, updates HSE training matrix to ensure compliance with BASF, Federal, State, and Local HSE training requirements

o Conducts, coordinates, and tracks various training(s) to support company programs

o Manages, and tracks required HSE training completion of employees through utilization of the BASF Learning Management System and ensures system is updated with new training requirements, new or revised training materials, personnel and their required training assignments to compliance

o Schedules and conducts classroom training to employees, and contingent labor personnel on various safety topics

Qualifications - BASF recognizes institutions of Higher Education which are accredited by the Council for Higher Education Accreditation or equivalent

Qualifications


· Experienced Candidate:

o Bachelor’s Degree in engineering, Biology, Chemistry, HSE, Science, or related fields, combined with a minimum of 3 years of experience in HSE and/or Processing Operations within industry

o Associate Degree with 3 years of experience in HSE and/or Processing Operations within industry

o High School diploma plus 5 years of experience HSE and/or Processing Operations within industry in lieu of degree.

· Knowledgeable in OSHA, EPA, and DOT standards

· Experience in Management of Change, incident investigations, root cause analysis, training development and conducting training.

· Experience in OSHA Process Safety Management and EPA Risk Management Program development and Implementation is preferred.

· Experience in Microsoft Word, Power Point and Excel.

· Proven ability to drive change and develop, implement, and manage effective HSE program.

· Excellent communication and interpersonal skills, and an ability to work with employees and contractors at all levels of the organization, in addition to external representatives of regulatory agencies.

· Ability to work with and lead teams.

· HSE experience or knowledge of HSE related processes.

· Ability to handle complex behavioral, technical, regulatory and legal issues.

· Analytic decision making and creative thinking skills.

· Good communication, influencing and problem-solving skills, and attention to detail.

· Ability to work autonomously and demonstrate initiative and drive.

· Experience in Seeds industry is preferred.
