A fantastic opportunity has arisen for a Procurement Officer to our client. The successful candidate will play a critical role which is crucial to an effective procurement service by managing projects of medium value and complexity and supporting large, more complex and high value projects. You will also be responsible for providing expert technical information, advice and guidance on all aspects of the procurement processes both internally and externally.

Initially this is a contract role as our client is looking to implement a tender process.

Main responsibilities of the Procurement Officer

·  To manage the end-to-end procurement process for projects of medium to high value.

·  To support Procurement Business Partners on projects of high value and complexity.

·  Proactively work with and support Procurement Business Partners, Stakeholders and Suppliers to determine innovative and appropriate ways of undertaking future procurement's.

·  Work closely with stakeholders to ensure procurement activity meets business needs, while providing objective advice and guidance, for instance in tender evaluation and moderation.

·  Ensure all procurement activities and outcomes are accurately maintained and recorded on the procurement tracker.

·  To manage the corporate procurement team, delivering service level objectives and supporting corporate outcomes being achieved.

·  Managing individual and team performance, ensuring continuous improvement of the service, delivering and monitoring customer satisfaction.

·  To support the apprenticeship scheme and people plan objectives.

·  To ensure contracts are procured and delivered within available resources, and within the timescales.

·  To advise on the most appropriate procurement route for specific contracts and arrange production of appropriate contract documentation providing specialist advice on complex procurement issues.

·  To provide advice on the suitability and best value delivered by national procurement frameworks and consortia.

·  To apply corporate procurement policy, and advise on the associated development of guidance

·  Ensure consistency with local, council, national and european procurement regulations and directives (as relevant), ensuring training and support is delivered

·  Manage and maintain the council's procurement templates.

·  Management of the council's e-procurement system to ensure it remains current including supporting and developing other officers in use of the system.

·  Support the delivery of all relevant council priorities in particular having regard to social value, a green economy and climate emergency targets and measures.

·  Ensure procedures are in place to undertake evaluation of tenders on the basis of financial and non-financial criteria, advising on the most appropriate contract to be awarded.

·  Work with legal services to develop appropriate contract terms and conditions for contracts .

·  Ensure that work plans are in place and that all contracts are stored and available electronically.

·  Ensure appropriate reviews are conducted following contract award to inform future procurement, performance management statistics, monitoring compliance, assessing value for money and project outcomes achieved

·  To support negotiations as may be required with contractor's

·  Maintaining and publish the corporate contract register.

·  Ensuring that information on procurement is up to date on internal and externally facing web sites.

·  To manage and monitor procurement performance to achieve continuous improvement of the service.

·  To maintain a thorough and up-to-date knowledge of procurement legislation and best practice necessary for the performance of the council and legal compliance.

·  To liaise with and support the business community including SME's and 3rd Sector enabling and developing them to have appropriate access to the council's procurement information.

·  Provide reports as may be necessary for procurement performance monitoring

Skills & Experience required of the Procurement Officer

·  MCIPS qualified

·  Expert knowledge of the procurement process, ideally in a public sector environment.

·  Thorough knowledge of one or more categories of procurement activity

·  Experience of managing end-to-end procurement processes, ideally in a public sector setting.

·  Experience of working on high value, complex projects with multiple stakeholders
